The Honorable Isabel Casillas Guzman is an entrepreneurial leader and global expert on small business development, startups, government innovation, and economic resilience.
 

Isabel launched Avenida to empower businesses and institutions with strategic expertise and practical solutions that drive sustainable, inclusive economic growth. She blends strategic vision, analytical insight and execution to help firms deliver innovative products and services, with a specialization in capital, competitive supply chains, and entrepreneurial ecosystems.

Isabel served in President Biden’s cabinet as the 27th Administrator of the U.S. Small Business Administration, earning global recognition for her leadership and stewardship of the agency through the COVID-19 pandemic, economic recovery, and subsequent small business boom. She oversaw a portfolio of $1.2T in COVID relief programs to 7M+ small businesses, deployed a historic $220 billion in core SBA government-backed financial products, and drove historic reforms that positioned the agency for growth. Isabel led the agency through its unprecedented post-pandemic scale to usher in transformational changes - delivering the most significant regulatory reforms in over four decades and creating operational efficiencies and technological advancements across the agency’s flagship capital, contracting, and educational programs. Her realignment of the agency doubled small dollar loans with improved access for emerging entrepreneurs, streamlined direct lending to homeowners and businesses during disasters, and delivered a marked increase in private lending, investment partnerships, and a strengthened federal government contracting base for record level small business contracting awards.

Previously, she served as California Governor Newsom’s top official on small businesses expanding advisory support and capital programs, deploying statewide ecosystem development initiatives, and developing the state’s relief programs during fires and the COVID pandemic.

Isabel joined government after starting, leading, and advising firms in the private sector. At a young age, she worked with her father in his chain of veterinary hospitals and continued the family legacy of entrepreneurship. She founded and operated a commercial print production studio, a fine art picture framing studio, and strategic advisory services for federal procurement, government R&D, and commercialization. She also advised founders in financial services, manufacturing, and real estate. Isabel has been engaged in community development serving on nonprofit boards and helping to launch programs to increase civic engagement.

Isabel graduated from the Wharton School at the University of Pennsylvania with a Bachelor of Science in Economics. She has served as a Fellow at Stanford University’s Graduate School of Business and Stanford Economic Institute for Policy Research and is the Chair of the Global Reputational Risk Advisory Council, which produces a quarterly reputational risk index.
